Political mailers: choose the format first
Choose the smallest format that carries the complete, approved message legibly. A campaign mailer needs room for its sender identification and postal areas before photography or extra copy takes the space. The examples below describe production uses, not evidence that any format wins elections.
| Format | Useful for | Watch for |
|---|---|---|
| Postcard | Short announcement | Everything is visible |
| Letter | Longer explanation | Envelope and insertion |
| Folded self-mailer | Organized sections | Folds and sealing |
| Brochure | Reference information | Crowding and weight |
Start with the content
List required text, approved images, contact details and the next action. If the legal notice only fits after shrinking it beyond comfortable reading, revise the layout or choose another format.
Confirm the physical specification
Ask the printer and mailer to approve finished dimensions, stock, folds, address placement and postal category together. A product called a postcard is not automatically eligible for postcard postage.
For artwork preparation, use the direct mail design guide. Keep the editable artwork, final print file and approved physical specification together so a later revision cannot silently change the mailing category.
↑ Back to topPolitical mailers: EDDM or addressed mail?
USPS Political Mail guidance describes EDDM, First-Class Mail and USPS Marketing Mail as different mailing options. Choose the distribution method before commissioning finished artwork. They have different preparation requirements and do not share one universal delivery promise.
EDDM: route coverage
- Distributes across selected carrier routes rather than a named voter list.
- Useful when broad geographic coverage matches the brief.
- Requires checking route boundaries against the actual district.
Addressed mail: record control
- Uses a specific mailing file with documented permission and provenance.
- Allows recipient or household addressing under an approved data policy.
- Adds list preparation, matching and address-quality work.
A carrier route can cross an electoral boundary, and a ZIP Code is not a voting district. Have the campaign verify geographic fit rather than treating a map selection as proof. Read the EDDM guide for the broader route-mailing comparison.
↑ Back to topCampaign mailers need a lawful mailing file
Possible sources include an election authority's voter file, an authorized data supplier or the campaign's own records. Access, permitted uses, vendor transfers and retention rules vary by state. Do not assume that purchasing data authorizes every proposed use or upload.
Approve the file before sharing it with production
- Record provenance and permitted use.Save the source, acquisition date, license or authorization, covered geography and campaign purpose. Identify who may receive the file and whether subcontractor access needs separate approval.
- Verify geography and address fields.Ask the campaign to approve the relevant district boundaries and current mailing addresses. Keep residential location and mailing destination distinct when the source supplies both.
- Set the mailing unit.Decide whether the approved job mails per person or household, then document the deduplication rule. Preserve legitimate apartment and unit differences instead of collapsing every shared street address.
- Minimize the production export.Send only fields needed to address and produce the approved piece. Set access, permitted processing locations, retention and deletion terms before transferring records, including to QR or reporting vendors.
Keep a version identifier and approved record count with the print order. If the file changes after proof approval, repeat the merge checks and document which version actually entered the mail. A clean spreadsheet is a production input, not evidence of valid authorization.
↑ Back to topRequired campaign mailer disclaimers
For covered federal communications, 11 CFR 110.11 ties disclaimer wording to who pays and who authorizes the communication. Have the campaign's compliance reviewer determine coverage and approve the wording before layout. State and local election rules vary and need their own review.
| Situation | Identify | Confirm |
|---|---|---|
| Committee pays and authorizes | Authorized committee | Paid-for statement |
| Another payer, authorized | Payer and authorizer | Both roles stated |
| Not candidate-authorized | Payer and contact detail | Nonauthorization statement |
Paid for by {{full name of authorized committee}}.
Use this illustration only when that committee pays for and authorizes the covered communication.
A nonauthorized notice instead needs the payer's full name plus a permanent street address, telephone number or website address, and the required nonauthorization statement.Proof the notice as carefully as the headline
- Use the approved legal identity, not an informal campaign nickname.
- Inspect the box and readability on a printed proof at actual size.
- Recheck after translation, resizing or adding another enclosure.
- Save the reviewer, approval date, version and final artwork together.
A standard design template cannot decide whether a communication is independent, authorized or subject to additional notices. Fundraising material may need further review. Fer Marketing is not a law firm and gives no legal advice; obtain qualified guidance for the specific election and sender.
↑ Back to topUSPS Political Mail, Election Mail and tags
The USPS Election Mail page distinguishes campaign Political Mail from official Election Mail that enables participation in voting. A campaign announcement is not an official ballot or election-office notice. Keep those identities distinct in both the design and the mailing instructions.
Tag 57 is red
The USPS Tag 57 fact sheet identifies it as a red container tag for eligible Political Mail. It provides visibility on trays, sacks and pallets; it is not a stamp or an artwork badge.
The green tag is Tag 191
USPS recommends green Tag 191 to identify ballot mail containers. It is distinct from red Tag 57. Do not request a green Tag 57 or use ballot identifiers to make campaign advertising look official.
Record the mailing handoff
- Ask the mailer to confirm the correct political-mail identification and entry procedure.
- Keep the approved piece, mailing file version, quantity and acceptance documentation.
- Record the entry facility, mailing class, contact and issue-reporting route.
- Ask what visibility data is available and what each reported event actually means.
A container tag does not guarantee arrival on a selected day. Ask a USPS Political Mail contact or the mailing provider to resolve preparation questions before printing, especially when the format or entry plan changes.
↑ Back to topSchedule political campaign mailers backward
Start with a useful arrival window, then work backward through postal transport, entry, production and approvals. Election Day alone is not a complete calendar: verify early-voting dates and any event or response deadline with the relevant election authority. The sequence below is a planning method, not a promised turnaround.
- Step 1
Confirm the calendar and message validity
Record official sources, dates and the last day the printed information remains useful. Assign someone to recheck those facts before release and to stop a piece that becomes outdated.
- Step 2
Approve the distribution plan
Choose routes or an authorized addressed file, the mailing class and the intended arrival window. Ask the mailer for a feasible entry plan and contingency allowance before fixing the print deadline.
- Step 3
Lock the brief and compliance review
Name one content approver, one compliance reviewer and the person authorized to release production. Collect source material, translations, image permissions and the exact approved disclaimer.
- Step 4
Review a complete production proof
Inspect the finished-size layout, postal areas and merged records with authorized reviewers. Scan the QR code from a printed sample, type the short URL and confirm the destination still matches the piece.
- Step 5
Release and document postal entry
Approve the final file and quantity in writing, then retain production and acceptance records. For the BMEU political-mail process described on its site, USPS asks for an online mailing notice at least 2 days before planned drop-off.
- Step 6
Monitor and close the job
Review available postal events, returned mail and inbound questions with a named owner. Archive the final approvals and remove restricted production data according to the agreed retention terms.
Confirm the notice procedure with the USPS Political Mail preparation page. A holiday or winter campaign mailer needs the same supplier confirmation and contingency review; a season name is not a delivery estimate.
↑ Back to topCampaign mailer template and personalization
Personalization can mean accurate addressing, a checked greeting or a correctly localized public-information page. It should not require exposing private records on the card. Use the following as an internal production brief, with the campaign providing and approving all political content.
Sender and legal payer: {{approved identity}}
Election or event: {{name, jurisdiction, official date source}}
Purpose: {{one plainly stated communication objective}}
Distribution: {{approved routes or authorized file version}}
Format and mailing class: {{mailer-approved specification}}
Headline and body: {{campaign-approved copy and factual sources}}
Next action: {{one action, phone or readable short URL}}
QR destination: {{tested public page, no voter data in the URL}}
Disclaimer: {{exact compliance-approved text and placement}}
Approvals: {{content, compliance, translation, production}}
Schedule: {{arrival window, entry plan, release decision}}
Records: {{cost owner, proof archive, data deletion terms}}Check variable content before the print run
- Test missing names, long names, accents and apartment fields.
- Set a neutral fallback when a greeting field is empty.
- Keep identical factual meaning across English and Spanish versions.
- Use a public destination or authorized access controls, never a public voter profile.
- Print a readable URL beside the QR code so scanning is optional.
For example, an event notice can use a checked event title, date, venue, accessibility contact and public information link. This illustrates content organization, not a political endorsement or a finished legal notice. Keep sensitive list fields out of public pages and print-shop screenshots.
↑ Back to topPolitical mailers cost: compare complete quotes
Campaign mailer cost depends on the specification, quantity, authorized data work and mailing method. We do not publish a voter campaign mailing rate. Compare suppliers against the same scope, using the total approved mailing quantity as the denominator.
| Line item | Ask | Confirm |
|---|---|---|
| Data | Source and preparation? | Use rights |
| Creative | Copy and versions? | Approval owner |
| Production | Print and finishing? | Physical specification |
| Mailing | Preparation and postage? | Class and entry |
| Other work | Pages and revisions? | Explicit inclusions |
Total = data + creative + review + print + finishing + preparation + postage + agreed extras. Cost per mailed piece = total cost / pieces accepted into the mail. Record quoted quantity, actual mailed quantity and any unused inventory separately. Check the current USPS price list before approving postage.
Use the current USPS price list, then have the mailer confirm eligibility. A printing-only price excludes work that an end-to-end mailing quote may include. Do not assume political status automatically establishes eligibility for a nonprofit price.
Format is confirmed in the written quote. Review our pricing and the personalized postcard campaign guide with its recorded webinar for that offer. Any proposed political-mail work needs its own scope and confirmation of fit.
↑ Back to topPolitical mailers vs digital: measure honestly
Political direct mail creates a physical communication; email and digital pages can be updated after publication. Print brings production and delivery constraints, while digital distribution brings its own access, platform and permission constraints. A coordinated calendar needs one owner for factual consistency across channels.
Report what was purchased
Record the total spend, approved quantity, mailed quantity and dates. Keep printer output separate from postal acceptance and distinguish available processing events from confirmed household delivery.
Report what was observed
Count page visits, inquiries or event registrations only under a defined measurement plan. A QR scan does not prove a vote, and election totals do not isolate the effect of one mailpiece.
A supplier fits when
- The quote matches the distribution method, quantity and calendar.
- Compliance and data responsibilities have named owners.
- The supplier explains evidence and limitations without promising votes.
Do not buy from us when
- You need a high-volume voter mailing supplier with confirmed election production capacity.
- You expect our website-research postcard price to cover voter data and campaign fulfillment.
- You need legal approval, guaranteed election outcomes or a fixed delivery promise.
Use a specialist if the campaign's requirements exceed the scope we can confirm. For agency business prospecting, see white-label direct mail. Send only a non-sensitive brief through contact, then agree on secure data handling if further work is appropriate.
↑ Back to topFrequently asked questions
How much do political mailers cost?
There is no single price for voter campaign mailings. Request an itemized quote covering authorized data work, creative, review, printing, preparation and postage. Fer Marketing's published business prospecting postcard prices do not establish a voter campaign mailing rate.
What should a campaign mailer template include?
Include the approved sender, purpose, factual sources, mailing specification, distribution file or routes, next action and exact compliance-approved disclaimer. Record the arrival window and who approves content, translation and production before release.
Can I use EDDM for political mail?
USPS lists EDDM as an option for political mailing. It distributes across selected routes, so the campaign must check whether those routes fit the relevant geography. Postal preparation and campaign disclaimer review remain separate responsibilities.
Is Tag 57 green?
No. USPS Tag 57 is red and identifies eligible Political Mail containers. Green Tag 191 identifies ballot mail containers. Neither tag makes a campaign advertisement official Election Mail or guarantees a delivery date.
Do political campaign mailers need a paid-for disclaimer?
Covered federal communications require disclaimers under 11 CFR 110.11. The wording depends on payment and authorization, and required print notices have layout requirements. State and local rules vary; obtain review for the specific sender and election.
Where can a campaign obtain a voter mailing list?
Possible sources include the relevant election authority or an authorized supplier, subject to state access and use rules. Verify permission, transfer restrictions and security before acquiring or sharing data. A file sold for an approved political purpose is not automatically available for unrelated commercial prospecting.
When should campaign mailers be sent before an election?
Work backward from a useful arrival window and verified official dates, including early voting where relevant. Confirm production, approvals, entry and postal transport with the provider. A drop-off date is not a household delivery date, and no universal lead time fits every job.
What data proves campaign mailer effectiveness?
Production records, postal events and measured inquiries describe different parts of a mailing. None alone establishes that the mail changed votes. A credible causal claim needs a suitable evaluation design and disclosed limitations; we publish no political response-rate, vote-lift or ROI promise.
Send a non-sensitive brief to fer@fer.marketing or contact us by WhatsApp to confirm whether the work fits our scope, with a fixed written quote before work. We reply the same business day, 9 AM to 9 PM ET; white-label website-research postcards are available for agencies.
